โครงการพระราชทานความช่วยเหลือแก่ราชอาณาจักรกัมพูชา ด้านการศึกษาในสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ได้เริ่มขึ้นตามพระราชดำริในสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ในวโรกาสที่เสด็จฯ เยี่ยมชมโบราณสถานต่างๆ ในราชอาณาจักรกัมพูชา ระหว่างวันที่ 7-11 กุมภาพันธ์ 2544 และได้ทรงทอดพระเนตรเห็นความขาดแคลนด้านการศึกษา และความยากลำบากในการเข้ารับการศึกษาของเยาวชนชาวกัมพูชา จึงได้มีพระราชดำริที่จะพระราชทานการศึกษา แก่ชาวกัมพูชา โดยได้โปรดเกล้าฯ ให้หน่วยงานภาครัฐและภาคเอกชนร่วมเป็นคณะกรรมการดำเนินการโครงการ

            จากพระราชดำริ ที่จะพระราชทานการศึกษาดังกล่าว ประกอบกับมหาวิทยาลัยพะเยาสำนึก ในพระมหากรุณาธิคุณที่มีต่อเยาวชนชาวกัมพูชา และทรงมุ่งมั่นในการพัฒนาบุคลากรด้านการศึกษา มหาวิทยาลัยพะเยาในฐานะของสถาบันการศึกษาระดับอุดมศึกษา ซึ่งได้รับการยกฐานะ เป็นมหาวิทยาลัยเอกเทศ โดยได้มีพระบรมราชโองการโปรดเกล้าฯ ให้ตราพระราชบัญญัติมหาวิทยาลัยพะเยา พ.ศ.2553 ขึ้น จึงได้ทูลเกล้าฯ ถวายทุนการศึกษา โครงการพระราชทานความช่วยเหลือ แก่ราชอาณาจักรกัมพูชา มหาวิทยาลัยพะเยา ตั้งแต่ปีการศึกษา 2555 จนถึงปัจจุบัน เพื่อสนับสนุนโครงการพระราชทานความช่วยเหลือแก่ราชอาณาจักรกัมพูชาด้านการศึกษาให้ประสบความสำเร็จอย่างดียิ่งขึ้นไป

            Royal Scholarship under Her Royal Highness Princess Maha Chakri Sirindhorn Education Project to the Kingdom of Cambodia was started by Her Royal Highness Princess Maha Chakri Sirindhorn on occasion of the visit various archaeological sites in the Kingdom of Cambodia from February 7-11, 2001. At that time, Her Royal Highness Princess Maha Chakri Sirindhorn saw the shortage of education and the difficulty of getting into the education of Cambodian youth. Therefore, the Royal Idea to provide education to the Cambodian youth had begun by requesting government agencies and private sectors join as the committee to implement the project.

            From the Royal Idea to provide education to the Cambodian youth and University of Phayao is appreciating Her Majesty's kindness towards Cambodian youth and committed to the development of educational staff. The University of Phayao as a higher education institution, which has been raised as an autonomous university by having a royal command graciously to enact the University of Phayao Act, B.E. 2553 (2010), donate scholarships to Royal Scholarship under Her Royal Highness Princess Maha Chakri Sirindhorn Education Project, since academic year 2012 until now to support the Royal Assistance Project for the Kingdom of Cambodia in education to be more successful.
