The ceremony was held to express loyalty and to respectfully commemorate the immeasurable royal benevolence of His Majesty King Bhumibol Adulyadej the Great, who initiated the Royal Rainmaking Project, an innovative weather modification initiative aimed at alleviating drought conditions and helping people throughout the country. The ceremony was presided over by Mr. Phuthana Chomphuming, Deputy Governor of Phayao Province, acting on behalf of the Governor of Phayao Province, who led participants from government agencies, civil servants, the judiciary, the military, the police, and members of the public in paying tribute.
